Salary Information: Starting salary is $34,882 per year, with an excellent state [link removed] benefits package. This position is represented by the Professional Social Services bargaining unit. A 6-month probationary period is required. (Note for current state employees: The pay schedule/range for this position is 12-05. Pay and benefits upon appointment for current or former state employees may vary according to the applicable pay transaction provisions.)

Introduction: Wisconsin passed the country's first apprenticeship law in 1911, and that law became a model for other states and for the federal government in developing their own systems. The Bureau of Apprenticeship Standards continues this tradition of excellence and innovation in administration and coordination of Apprenticeship programs that meet the needs of employers in Wisconsin. The Bureau of Apprenticeship Standards currently has one Field Representative vacancy in Kenosha. Field Representatives are involved in the coordination, development, and review of individual and committee sponsored apprenticeship and training programs within an assigned geographic area. Work is performed with a high level of independence.

Job Duties: These positions function as Field Representatives for the Bureau of Apprenticeship Standards. Duties include: approving, denying, modifying apprenticeship and training programs sponsored between an employer and an employee (i.e., the apprentice); conducting field audits of apprenticeship sponsors to ensure programs comply with Federal and State apprenticeship laws, rules, etc., and working with apprenticeship sponsors to correct deficiencies or violations; investigating and resolving complaints related to violation of the terms of the apprenticeship contract, either by the employer or the employee (i.e., the apprentice); managing the operations of the various apprenticeship trade committees (committees meet monthly and are representative of their area, such as Plumbing, Steamfitters, Electrical, Sheet Metal, Carpentry, etc.); establishing program priorities and policies for the assigned area; developing and initiating Apprenticeship Program promotional activities; providing technical assistance and legal direction to apprenticeship sponsors; and working with employers, technical college officials, apprentices, and others in developing apprenticeship and training programs.

Knowledge Required: Ability to work constructively with a variety of people including apprentices, employers, technical college officials, and others. Ability to be self-directed in accomplishing work tasks. Ability to analyze, plan, develop, implement and lead major initiatives, functions, or policy-related activities. Ability to interpret and apply complex laws, policies, procedures, etc. Knowledge of: program monitoring and evaluation methods; investigatory methods and techniques; and negotiation and conflict resolution methods. High level of written and oral communication skills.

Special Requirement: Performance of job duties require that the person in this position be out of the office a minimum of three days a week. Ability to drive or otherwise travel to carry out the functions of the job, including night-time travel is required. A state vehicle will be assigned to this position for use in job-related travel. Also required is the ability to work a flexible schedule to allow for participation in Apprenticeship Advisory Council, state trade committee, and local apprenticeship committee meetings which often occur in the evening.
